Turnump will blame this on Vance, who, apparently, drafted the memorandum of intention to maybe sort of implement the concept of a plan. Vance had been in the Senate only one year before being tipped for the Vice President's job; Vance has no experience of foreign affairs, let alone diplomacy. Turnump is ultimately responsible for his underlings' failings, and he and Vance will pay dearly for this come election time.
