Substances which are made in large amounts get a toxicological evaluation. From that we derive the hints on the bottles of chmicals about the hazards. If none are mentioned I take it for a hint, that no special safety procedures ahve to be followed. Or in short words, that it hasn't been proven toxic (in any reasonable application) by the authorities.
So if a journalist speaks about a compuounds as a "known toxic substance" I am in a position to find out how it is toxic. If I don't find the infromation I think the guy is mistaken.
About your question: Yes, if it serves a purpose.
