Uh, no.
Because you don’t know which country they are from and without proof no embassy is going to issue said passport.
If he has no info, like driver license, birth certificate, or voter ID whatever, I am only guessing that he would have to go back from whence he came to a point of origin which would confirm who he is.
Editor note: life ain’t perfect. He will protect his passport from now on! I lost stuff including a hearing aid just this week in Italy.

Where did they sail from? Can you prove it? If people leave a country, and are on open sea, that’s their business. Why would any other country take them back?
Who’s going to do all this stopping? Where are you going to detain all these boat people?

If a country can’t prove to another country you are from there, why would they issue a passport?
