Because you don’t know which country they are from and without proof no embassy is going to issue said passport.
Actually I just googled (bad reception in the woods where I am) passports and one can be obtained online, cud not open website for details. That is the answer, except for pesky wait for delivery. But if I am in a hurry, would not an embassy be satisfied with same info that I would provide on internet?
If he has no info, like driver license, birth certificate, or voter ID whatever, I am only guessing that he would have to go back from whence he came to a point of origin which would confirm who he is.

Editor note: life ain’t perfect. He will protect his passport from now on! I lost stuff including a hearing aid just this week in Italy.

Getting a passport online is easy. Just fill out the form and send in your previous ... passport...Rats! 😆

Where did they sail from? Can you prove it? If people leave a country, and are on open sea, that’s their business. Why would any other country take them back?
Who’s going to do all this stopping? Where are you going to detain all these boat people?
Where are you going to send them too if they don’t have identities?

What about all the children of illegal immigrants born in the UK?
Gonna change the law? And if so, how do you plan to deport these kids that have lived in Engeland all their lives and know nothing of the countries their parents came from?

No. If you are in Portugal, get rid of your passport, there is no proof you’re an American (other than the stench of trailer). So the US will not send a passport to someone like that.

If a country can’t prove to another country you are from there, why would they issue a passport?
