Yes it does.

The right to due process and equal protection under the law applies. They can't vote but civil rights protections in the constitution like unreasonable search and seizure, free speech, etc., apply to non-citizens.

A reasonable position perhaps, but certainly not a "smaller government" one. In fact, the US government spends an inordinate amount of tax money to restrict the economic freedom of migrants and would spend far more on the silly wall Trump wants to build.

Well, Mexico wasn't going to pay for it so Congress would have had to approve tens of billions of dollars to build it.

No, your post seemed to imply that noncitizens have no constitutional rights whatsoever.

For the record I agree our borders need to be tightened. No one should be able to get in unless allowed. That's just plain common sense. I simply reject the racist reasons of Republicans for doing so.
