If Batman knows that Joker frequently escapes prison to go on yet another murder spree, is Batman responsible if he doesn't eventually kill the Joker? Or should he just keep being a hero constantly returning Joker to prison?

I think he tried a couple times. Pushed him off a building if I remember right. Or tied a cinder block on his foot while he was dangling from a helicopter. I haven't seen the movie in awhile but the Joker doesn't die easily.

A story needs a nemesis for entertainment.
Killing them all off is very limiting for a writer.

There's no shortage of times when he clearly could, like in Dark Knight when had Joker dangling off of a building. After all the death and mayhem the Joker caused wouldn't he be justified in dropping him? Or is locking up the Joker the right thing to do, all the while risking his inevitable escape?

Of course. But the crux of these stories hinge on "I'd be no better than him if I killed him". The theme of these stories is that vigilante justice is wrong.

But in the case of people like Joker and Luthor....is that correct? Knowing they always escape and commit more evil, wouldn't they be to blame if they continued just throwing them back into prison?

Vigilante justice is not always wrong. But murder is.

Depends which Batman and which Joker, the Joker from the 1960s should definitely live to cackle another day but this modern incarnation begs the question is Batman partly responsible for the deaths that ensue when the joker hits the street again.
The Joker has become too dammed good at killing the citizens of Gotham, he has to go.

Two movies before that - during the Michael Keaton days - the Joker hit the pavement from 100 stories up after Batman roped a gargoyle around his foot, so maybe when Dark Knight comes around he is just thinking "not going to try that again."

I'm not sure if it is appropriate for Batman to unilaterally make such a decision. But there is a legitimate purpose for the death penalty and certainly if imprisonment isn't an option to prevent the future murder of multiple innocent people, I would argue that it definitely should be applied here.
