Taxes are and additional cost for anything taxed. Additional costs make anything less attractive, and some will stop smoking, drinking, or working based on that activity being less attractive. Everyone's trigger point differs, so lots of people will continue their activity despite taxation.

A person looks for work, they consider what they're going to end up with in their hand after taking into account how many hours are going to be occupied doing that work, how much it cost to get to work (in time and money) then they decide whether or not it's worth their effort.

Then there is the perverse incentive for government to get the sins to continue, because they become addicted to the revenue source the tax becomes. Most State would go belly up if cigarette taxes disappeared because everyone stopped smoking.
