Should we make laws prohibiting behavior that could lead to another person being killed?

2nd hand smoke kills innocent people who happen to be around the smaller. Should smoking anything be made illegal?

Drunk drivers kill innocent people. Should we make it illegal for a person who drinks to be able to have a driver's license? After all if they drink, some will drive. Or should we just outlaw alcohol altogether?

Someone can catch COVID just by being in the same room. That's it. One person can easily infect twenty or more people; those 20 others can then infect that many people themselves.

Big difference from any of your examples.

Someone could die from 2nd hand smoke exposure by being in the same room as a smoker.

a person who drinks is not necessarily a drunk driver. We outlaw drunk driving, not drinking responsibly.

If you have a problem with "just killing one" person, you should be even more concerned about possibly killing thousands of people by spreading the virus.

Yes you should ban smoking in public places and in the home if you have children.
You should ban drink drivers for life and any deaths arising from their drink driving should be treated as culpable homicide.
The US should introduce roadside breathalyser tests for drink driving if you haven’t already.
If there’s anything else that you guys cannot figure out for yourself, well, you know where I am.

I have a problem with your inconsistent point of view. You have a problem with something that could kill another person, unless the person that gets killed cannot possibly kill another person.

You have no problem with certain people being allowed to kill people, just not a chain of spreading that might kill a person. Just kill the first exposed person!

If you're talking about second-hand smoke killing people, yes, I have a problem with that. I'm all in favor of banning cigarettes completely. I'm also in favor of everyone getting vaccinated.

When do you think we can start seeing laws preventing smokers from smoking in their own homes if others who do not smoke are also in the home?

Banning drunk driving has not stopped people from being killed by a drunk driver.

How about applying this question to someone in a position of great power saying things that can influence the behavior of thousands or millions of people who hang on this person's every word.
And something that this person said, perhaps at large rallies attended by people who didn't wear masks, has possibly contributed to thousands or hundreds of thousands of deaths.

Would your question apply here ? 🤔
