Babbitt did not break in. Why didn't they shoot the people breaking in?

Plea agreements don't mean anything. People plead guilty to things they never did all of the time to get other charges dropped. I had to do so once myself for a marijuana conviction. If you knew anything about law you would know that.

Shooting all the rioters smashing windows and breaking down the outside doors would have meant a massacre. Police only used deadly force when there was immient danger of the violent mob reaching the members of Congress and their staff. That action averted a possible hostage situation or even outright murder of those the rioters regarded as "traitors".
