What seemed off to me is why the outer perimeter snipers on top of a barn can’t see a person 50 foot behind the outer bleachers on a little higher ground with people pointing and at him for two or three minutes and waving at them along with officers below the shooter??

Here’s a clip showing the sniper’s reaction. It’s odd, looks like they had him in sights but didn’t shoot until after he (the gunman) did.
