The US govt does not oppose the ICC, it just won't extradite its own officials to a foreign body. It also refused to extradite a member of US embassy staff accused in the hit-and-run killing of a boy in a traffic accident in the UK. The US is not alone in this; other nations also do not submit their govt officials to foreign courts. It is not a policy I agree with, but I understand why. It is to protect US personnel from spurious suits ('spying' in Iran for example).
I support the idea of an ICC in principle, with jurisdiction over all nations and states, including the few areas of the planet not claimed by any state, but only insofar as it actually functions impartially in practise. It is important that human rights violations should be prosecutable regardless of jurisdictions or borders. Unfortunately, the ICC has had some notable failures which taint its credibility; for example, the death of Milosevic while in custody was a disaster.

Milosevic was assassinated by the ICC. They killed him so he would not have a chance to defend himself. He was no more of a war criminal than Abe Lincoln. Milosevic would have defended himself well and it would have been an embarrassment to the ICC. That is why they had to kill him before that happened.
