The only support that China and Russia offer is as part and parcel of their foreign policy, let’s not pretend it’s out of fellow feeling or magnanimity. It’s about spreading their wings and building their Empires. Based on the relative weakness of the recipient country.
How much has China and Russia donated through the foreign policy neutral COVAX initiative compared to their lady bountiful handouts.

Do you think India would have been better off without the British empire’s involvement?

Now, I ain’t sayin’ British imperialism was anything but resource-grabbing nastiness, but in the long run, do you think things would have been any different in India?

I cannot speak for Americans but i do not ignore the fact that foreign aid, unless driven by domestic political factors ( which this may be a case of ) is purely an extension of foreign policy and geopolitical manoeuvring.
There are no altruistic kind hearted countries or governments only altruistic kind hearted people.
