The problem with Ireland is that it is full of the Irish. Why should there be anything specifically Irish in Ireland? Better if everyone in every country is exactly the same. We need more internationals, less indigenous.
At least is true for countries with too many white people.

The majority were indeed ex-British soldiers (so probably poor and to a certain degree traumatised) and as far as I know about 10% were Irish.
The black and tans were part of the RIC and recruited specifically to fight the IRA.
And their behaviour towards catholics is legendary.
But hey, there were also Jewish nazis and Moslim atheists.
