If you go to their official health department and pay $10, you get a card showing you have been vaccinated from a few diseases required for travel. No one in the region (and perhaps the whole country) even considers getting an actual vaccine.
I think if you are rich enough you can evade any requirement.
But I don't see how any of this is so relevant. How would a requirement for Covid vaccine be different from things we're already accustomed to?

To take your comparison at face value, requiring masks in all public indoor settings is not akin to jaywalking. Jaywalking prohibits walking only in a very narrow setting: the crossing of a busy street not at a light or crosswalk. To make an apples-to-apples comparison to mask mandates, you'd have to compare it to a rule banning all walking on public property.
