Well, they can start with a sign.

They're not going to be able to enforce it at the gate, but someone who is shown post hoc to have violated the rule can be banned or face civil liability for any damages caused.

I was being facetious.

Of course the Civil Rights Act was constitutional.

It also may be true that a federal statute banning public accommodations from discriminating based on vaccine status may also be constitutional under the Commerce Clause.

Of course, such a law has not been passed and would not be a good idea, IMO.

Full disclosure: I did meet my first real-life Gates conspiracy theorist yesterday (wife of a good friend of mine, actually). Apparently, there's some grainy Youtube video floating around in the "Loose Change" tradition that's spreading this malignant nonsense.
I haven't come across any (I don't mingle enough with the plebs I guess), though some people around these parts have been torching 5G masts which apparently are somehow related to Covid-19.

I did see a video of a German railways train driver announcing (loosely translating from memory): "[after a serious announcement about masks] attention, all conspiracy theorists. Be aware that the government is engaging in a clandestine operation to gather your DNA for cloning experiments. The only way to prevent them from getting their hands on your DNA is by wearing a mask."
