It's an interesting question. In THIS country not only is it possible for people with dementia to vote, it's probably compulsory. All adult Australians must vote and I'm not aware of there being an exception based on lack of mental faculties. Maybe there is one. I've never really thought about this before.
I'm sure some legal argument could be mounted about voting being about making a choice, and people who are not capable of making a choice should therefore be excluded.

No, voters should not be restricted in any way once they have reached the age of universal sufferage. As someone said above, if one demographic is to be restricted then what next? Should working class or uneducated citizens be restricted from voting unless they pass a test confirming that they possess a firm grasp of the issues? No, of course not. To attempt any such measure is to go down the road of dictatorship, however benevolent or well intentioned. Voting is a private independent act which must not be restricted or interfered with in any way.
