Don't you think that lives would have been saved had Donald Trump reacted earlier and more forcefully to the Covid breakout?

OK I actually downloaded the report (you can to at https://www.who.int/publications/i/item/9789240049338). Here's what I found at Page xiv:

"Among its many impacts, the COVID-19 pandemic has created a global crisis for mental health, fuelling short- and long-term stresses and undermining the mental health of millions.

well as systemic weaknesses in services." p. 6
No mention of lockdowns; it blames the increase on the pandemic itself.

Just because there is no mention to lockdowns does NOT mean there were none.
China and NKorea and others were in heavy lockdown
