There is no way its original mission or purpose can be squared with military interventions in the Middle East or Northern Africa.

NATO is the answer to declaring war. First it was an undeclared war against communists, now it is an undeclared war against fudnamentalist Islam. Sure, the US may impose sanctions against Iran and kill their scientists etc. but no one is really at war with them are they?

Still, I don't think 100% participation from literally all NATO countries equates to it not being a NATO action. Germany did provide additional troops and equipment to Afghanistan specifically to free up resources there to be used for operations in Lybia.

America sponsers terrorist groups that bomb civillian and military targets in Iran. As stated, sanctions are meant to cripple everyday life in one way or another/ unsettle the population and cause internal strife.
