Trump is also trying to distract away from "THE EPSTEIN FILES OF PEDOPHILES!" Which he is in all over the place. I really think his days are numbered; I for one cannot wait.

Once military action is authorized by Congress, the President as Commander in Chief of the Armed Forces has the legitimate power to order specific operations pursuant to said authorization. Absent that authorization, however, any such military operations are illegal and unconstitutional.
