Well, firstly I believe we should install high tech equipment into cabbies. As the majority of them are criminals in any case, perhaps we can clamp them with GPS chips built into the clamps. That will enable us to keep track of where they are driving, whether they're taking the quickest routes ect. Secondly, they can't skip parole as we'll know immediately.. and lastly mandatory drug tests.

One solution would be to exterminate the entire population of Grand Rapids. Since I'm relatively close, I'll volunteer to help.
