It’s lobby groups and very rich donors to political parties.
These “groups” buy influence to suit their own needs.
They’re not accountable to anybody or anything but themselves and perhaps their shareholders.
The demands these groups make thwart political parties’ own agendas and goals. Hence corruption, lying and seemingly idiotic decision making.
There is no centralized agenda.
Some of the culprits are easily spotted: weapon lobbies, oligarchs (especially in London) and pharmaceuticals.
Some are less easy to spot, such as United Fruits. But they, especially in the 80’s and 90’s basically had the US interfering in Southern American labour laws (in very extreme ways).
These groups want to make money and retain money and power. For themselves and their investers.
You can see the larger picture though. You just have to take a step back and realise that it’s not about you, your job, your freedom or your life.
A made up example:
Say China is interfering in the US elections.
What are they doing?
Creating chaos, for example.
Say this chaos leads to a weakening of the dollar.
Who’s hedged against the dollar? Who’s raking in money by the discord?
That’s who’s paying China to interfere.
It’s really not rocket science. And it really isn’t some deep state complot to overthrow the trailer parks in Alabama.

I don't think its a singular organization. I doubt there is a command center if that is what you are referring to. I imagine different agencies cooperate when it is mutually beneficial or they are coerced. So we can never point to it and say , that is the deep state... its fluid.
