Bloggers and Forums will continue stormily, and there may be the odd rumble of carefully worded despatches between nations, followed by sporadic violence in some regions.
But nothing will be done.
Like it or not, little can be, as we would have to "go in there" to sort it, and the Chinese will not be too chuffed with that.
China have made what are, for them, very strong signals to the Burmese/Myanmar junta that their actions are to be discouraged...which roughly translates to "pack it in or we hang you out to dry".
However, it will still be some time before the rest of the day will be clear with sunny intervals.

A colective of nation would be the ultimate but to the thing is...it is a hard question to answer and my answer is going to be from the hipp and their is no research done and the gramar is going to stink and the spelling aswell, anyway:
The idea behind a super state is not good as we have already seen (Adolf Hitler) and that is shot to "peases".
Un or colective of nations. It could work if the nations would be held accontable in some way (don't ask me how) and democratic desission would be upp for grabs.
Something like th un but much harder on the figure heads. or the head of states. I don't know how it would be achived though.
Just a litle idea.

And some wonder why I and others speak well of the USA. Where are other countries of the "enlightened West" when this occurs? If more countries were as ""evil"" as USA & stepping forward to IMMEDIATELY sanction these juntas, they would be forced to abandon these acts.

BANGKOK, Thailand - A Burmese opposition leader died due to torture during interrogation.
The Assistance Association for Political Prisoners said that Win Shwe, a 42-year-old member of the National League for Democracy, and four other people were arrested in the biggest pro-democracy protests in nearly 20 years. “He died as a result of torture during interrogation,” the Thai-based group said, sourcing its information to authorities in Kyaukpandawn township.
“However, his body was not sent to his family, and the interrogators indicated that they had cremated it instead.”
The United States threatened new sanctions against Burma after media reported the death of Win Shwe. The White House did not say what additional sanctions it was considering on Burma, but called for a full investigation into Win Shwe’s death.

So the answer is: other nations.
At a certain point of abuse to their own or other citizens, governments lose the right of to government -- or if you like, other nations temporarily cease to recognize the nation's sovereignty -- amounts to the same thing. What's the penalty? Well, the euphemism is regime change. The reality is a steady drumbeat of increasing sanctions and isolation followed by inevitable not optional military action. In other words, The Community of Nations has spoken. You can abdicate now and live in Switzerland. Or you can stay and land at the end of a rope (right, Saddam?)
