Virology labs in the US use packaging systems that are separate from the replication components. So the virus can infect, but cannot replicate. This makes their study extremely safe, and so any gain-of-function research would have a nearly impossible chance of leaking outside the lab.

I don't know enough about the current state of things in Wuhan labs. Certainly I would not trust newspunch.com for reliable information on this.
