It's against the Terms of Service of the site. If you Send Feedback with evidence then the person will be banned.

Each user should only have one name at RHP, but are welcome to stop using one name to come on with another name. If both user names are active at the same time, that is a problem.

Does that ruling stand even if the previous name was banned either from the forums (STANG) or in general (3a/b/c)?
