if you use the old one after creating a new one, you're using two accounts simultaneously. it's pretty obvious really.
It may be obvious, and I agree I have my interpretation of them which is probably the same as yours and most others here but the actual rules should state exactly what is what - which I don't believe it does in this instance.

As I've said earlier, if you are new here you may not know all the rules and make a second name for various reasons, but both names should not overlap in any way in their use of any kind.
Once you have been here a while Russ might let you cancel a name and come back as another name, but this isn't something you should be doing without consulting RHP.
