That illustrates what is known as padding. Padding is not necessarily one player with multi accounts playing one against the other. It can also be two friends playing bogus games, to increase the rating of one player. TOS does not say you have to win, and such a rule is unenforceable.
Calling this record a 3(b) is a good intrepetation of TOS (IMO)
As player A may have told player B to lose, therefore player B has taken outside advise.
But 3(a) could also work, as one player is basically playing both sides. 😕

My guess is these 2 told Russ they play from the same computer...
and perhaps one guy was logged in when the other guy responded
to that post.

Since 2 or more CAN play from the same computer, he had to go
with 3b since he's taken them at their word they ARE 2 separate
people.

If it was 3a... one or both of them would complain and cry cuz
they are 2 people (True or not).

So, if they are 2 people... one of them is throwing games for the
other guy... and now they are removed for inflating their rating.

That doesn't seem that incriminating - you could easily read that as the poster revising his own statement about losing his faith, and chose to quote his own post to highlight which statement he was trying to correct. He then goes on to to continue his discussion with Hand of Hecate, forgetting that there would be confusion as to who he was talking to.
