Try to ascertain the breed of dog, and then try to contact a rescue shelter for that breed. Oftentimes, local laws do not allow them to take in strays, so they might suggest keeping the dog for a week so that you might legally give the dog up to them as its legal owner. If you cannot determine the dog's breed, there are a few rescue organizations who do not specialize in a particular breed, but most do. Any no-kill shelter you can find would be preferable to the Humane Society or the local county rabies control office. Give them a donation (most desperately need the funds) and they should be happy to take in your little friend.
