I really hope that's a joke video. Otherwise, my impression about Japanese as intelligent people is ruined. Why make a drill if you can build a bigger fence?

On the other hand, maybe this is to lower unemployment. My cousin was in Japan last autumn and said that Japanese are doing everything, including giving unbelievable jobs, to reduce unemployment. He pictured a good example. There was some construction on the highway and even with all the notifications, there still was a man standing and holding a sign to be sure that EVERYONE notices the construction.
