I have made the experience that dead horses generally don't move in chess games. You always have to beat them by timing them out.

I think you just need to put up with the fact some people don't finish there games, don't get annoyed at them if you time them out and start a new game your rating will improve=you win. If you leave them and they comeback and play=You get what you want you win.
I am sure this will be a problem as long as these sites exist.
I have about 20 games going. All the opponents continue to move until they are in a losing position, then vanish.
I would suggest an abandoned game feature, but not sure how viable that is.
