The IP doesn't always stay the same, they are dynamic but you can still manage to keep the same one for a long time depending on your setup.
But there is also a high chance it will change if there is a outage, since everyone reconnecting will get a new IP assigned.
Depending on how you connect to the Internet with either usb, nic, or a router there are ways to get a new IP assigned to you.
For example if you use a NIC, change the MAC address of that card or use a different card and you will get a new IP address. You can also change the frequency your modem uses, and you'll get a new IP address.
