I thought these fires happened last year as well - there is a good solution I came up with, which agrees with the american principals of democracy and capitalism.

Why not have a private fire fighting service - that way the nice rich areas would be saved from damage and the poorer areas (and lets face it - they are most likely to be the ones who started the fires) would not be able to afford the protection and be burned up, leaving space for new modern developments.

I see it as a plan with no flaws.
