How is that relevant by the way. Per capita data is not always important in every discussion. I lived and worked in the Cayman Islands for some time and I remember the population there was roughly half expats and half locals. The Govt could mistakenly be the viewed as the most tolerant govts re immigration policy [due to the very high immigrant ratio] but they dont like foreigners and make every effort to keep them at bay rather that allow them to settle down in their country. I remember there was one 'law' which banned expats from fishing. Only locals were allowed that privilege.
