This gives the enemy one move; if they had troops adjacent to your target, those troops could move into position to defend the province by the time you arrived. so.. i guess if you see a province empty.. it doesn't really mean its empty? i invaded to empty provinces, and they had enemy armies in there... i still don't think I have the hang of how this thing works yet...
