In the USA unless they have changed the laws and I am not aware of it. It goes something like this. A licensed driver 21 years or older must ride with the learner at all times in the front seat. That person is to be there to help instruct the driver. I don't know if there is a waiting period or not before the driver can test for their license. But for me I took my written test one day and obtained my learners permit at that time, and the next day I took my driving test and got my regular drivers license. But that was several years ago. Things may have changed and it is different from State to State somewhat.
