On the whole I agree with your list, although I owuld place the French ahead of the Americans. This is mostly because they don't play any sports that I give a crap about.

Argue that there is not a direct causal relationship between spending on sport and failing health. For example, the government spends a lot of money on a lot of things which could also be said to be depriving health e.g. Iraq, advertising, foriegn aid, etc.
