She looks fine to me, nothing inappropriate.

I'm sure there is more to the story than just what she looks like in pictures.

She gives off major "not a professional" vibes. Being intentionally distracting to co-workers is not professional. If she had intricately died hair or wore T-shirts with provocative statements and imagery it would be the same thing.
