No, I don't think I'm even allowed to say he is actually 😕. I don't know what has happened there. If it was the same person he would have realised that a game needs to be longer than 2 moves to get rating improvement - or else why do it? WHy do it anyway? I don't know , but there's probably another explanation.

Yes. He is a cheat using 2 accounts to gain a few points. It isn't against the rules to speak of multiple account cheating.
