Here's what I just sent him in a PM. (He had PMed me asking for help.)
As of 1965, perpetual check is no longer a reason for declaring a draw. Both of you have enough material to win the game so the only provisions for forcing a draw per FIDE rules is a fivefold repetition or 75 moves with no captures. After a threefold repetition or 50 moves without a capture, you have the right to ask for a draw through an arbiter. Leave feedback at that point and you can get the game decided as a draw by the GM. Another option is to stalemate him or get stalemated. This plan is risky because you might inadvertantly get checkmated. Remember, you both have enough material to win, so maybe you can maneuver a checkmate still.

@vespin saidI already told him the same thing but they have to be perpetual moves and same moves made by each player to claim the draw or that will not work. I believe this is what is happening they are not consecutive moves.

I have claimed draws before with no issues and had them claimed on me.
