Easy answer. Do you want 90,000 people in a given city with automatic weapons after you, or 300 guys with far less deadly weapons and slower vehicles after you?
There is also a question of 'code'. Earlier on there were 'rules' where there were things you just didn't do. Now, family might be a target. Back in the day if a criminal were to strafe a yard filled with kids or the wife coming home from the market the other guys would frown and bust up the guy. Now, there are very few rules... though some do remain I'm sure.
I'll try my luck back in the day, and soup-up my Packard as well as forming a strong relationship with the boss-folk in the far smaller region I profit from.

My understanding is the clothes conceal more is the main reasoning, though you're point might be why it started in the first place.
