Apparently he was bored one day so introduced a little bit of extra code so that when you try and load certain pages you get these meaningless symbols.
True geeks know them for what they are, Bills bit of fun, after all even Billionaires need a bit of fun now and then.
It is possible that your browser is telling you that some of your other installed security-type software is preventing it from loading pictures or graphics that are part of the website you are trying to look at. Things like anti-spyware, anti-virus or ad-blockers do that sometimes. Usually instead of seeing the graphic, a symbol is put up where it would normally go.
