The legal drinking age in the US is at least 18 or 19. I forget -- I've been legal a very long time, and drank way before then. He is younger than the legal drinking age.

I'm really old. I'm 49, and when I turned 18 in Iowa I could drink any kind of alcholic beverage I wanted. Of course, I didn't actually wait until then.

My point: He is legally not old enough to drink because the legal age is way more than 13. However, culturally he isn't too young.
