well if theyre homeless they dont have parents. i also heard that 80-90* of prisoners have something wrong with the part of their brain that tells the difference between right and wrong which is caused by the mom consuming alcohol while carrying the baby. so who do you think deserves to be in jail, i say the parents should take responsibility. (although the kids have to be in prison also cuz they are dangerous if not)
