I've seen this rule in every list of rules I've ever seen, even in toy chess sets you can get in the toy section of department stores. In fact I've never seen a list of rules that did not include en passant, but it's undoubtedly the most ignored rule in chess (especially among young or new players). My dad taught me how to play when I was 12, but he never told me about that rule. It's possible he might not have known about it, or didn't think it was important for a 12 year old starting out learning the game.
