How do I get a moving picture?

I see some people have moving pictures beside their names?

How do I do that?

Right now it is just a grey outline of a person.

My parents told me to never put my picture up but I want to put a chess picture up. How do I do it?

I'll ask my parents to subscribe me but they don't have much money my dad got laid off and is on unemployment right now so thanks for the help everyone.
