I thought that was a bit annoying and a bit of a waste of resources.
I joined the site, paid my subs and am bound by the TOS. I have already agreed not to use software/computers to help me during a game.
The only change I saw was that I have now been forced to agree to the fact that I can now have my membership revoked ( be banned ) if I am found guilty. There seems no need for this as the TOS clearly state that they can be updated at any time without notice - so that additional clause could have been inserted without hassle.

A little reminder now and then as to what is unacceptable just helps to focus the mind.
Cheats, however, will just say yes and carry on regardless, so as you say a fairly pointless exercise.
