Put a game in the open invites, rated 1200 ish, asking to play someone 2000> with 1-day timeout and no timebank... would they POSSIBLY, CONCIEVABLY trying to massivly boost rating by timing out?? is this allowed? i guess if someone rated 2000 ever accepts it it is their fault, so may be allowed. but.. seems a bit.. desperate

Why would a 2000 player let himself be timed out in a game he knowingly accepted at those time settings?

You'd have to be an optimist expecting to win like that, I reckon.

Oh, think of the fun a 2000+ player could possibly have accepting the game and moving once every 23 hours 59 minutes only.
