Two teams of Oak Ridge High School students competed Wednesday for the chance to present proposed legislation to the state legislature in Nashville in January.

Alborz Bejnood, Alexandra Popova, Jacob Card and Pierre Richards proposed a bill to make recycling in schools mandatory, while Taylor Hughey, Alex Wolf, Paul Hunt and Angela Owens presented their idea to place a Sept. 11 memorial in the state capital. Angi Angle, Mayor David Bradshaw and Claudia Lever, judges and League of Women Voters members, determined that the Sept. 11 memorial proposal may not need to be submitted in bill form and requires only a proclamation. Contest sponsor state Rep. Jim Hackworth, D-Clinton, said the recycling proposal, "an excellent concept," would require more work to become a bill that would mandate students to recycle.

Three student teams from Anderson County high schools are competing for the trip to the state capital. Teams from Anderson County High School will compete today. Hackworth recruited sponsors to support the expenses of the winning teams and three teachers to visit the legislature on Jan. 26, when the teams will testify during the State General Assembly's regular sessions. State Sen. Randy McNally, R-Oak Ridge will guide the student's bills through the upper chamber. If any of the proposed legislation is passed, it could be added to the state code with the governor's signature in a public ceremony.

Hackworth told the students they needed to be prepared to compromise for their bill.

"They're already winners to me," Hackworth said of the teams. "It was an eye-opener for me - I never dreamed how many hours it took for my bills to become law."
