It is a rule of correspondence chess, well I might be in the wrong but I thought it applied to all chess websites.

There is still the possibility that he has realised that in March, but might have been banned for engine use before that time. This would also explain why he didn't performed that well in the last couple of months.

Maybe a correspondence IM with a clever use of chess programs, but not that strong without that additional help?
