I don't know how much you want to say (and feel free to PM if you prefer that), but can you say why/on what basis this young guy was harassing you in the first place?
Whether or not going to the Victorian Equal Opportunity Commission or the Commonwealth equivalent (HREOC) would be useful might depend on that side of the story. It seems like everything has been focused on what YOU did (swearing) without paying attention to what HE did.
I know HREOC has a complaints info line, and I suspect the Victorian EOC has one too, so you can just ring up to get information on options - you don't have to put a formal complaint in writing if you all want to know first up is whether they might be able to help.

If they believe you have a case then they will / can contact your company on your behalf. This is completely outside (above) the boundaries of any clause your company might have about this.

At this stage I am of work on stress leave and the doctor has put in a workcover claim.she says that they should investegate if I cannot get it sorted out through work.I believe that it is autherised in 2 week blocks and she will extend untill it is investegated.not sure how that works.

It sounds to me like some sort of mediation or conciliation is the way to go - that's just a personal opinion on minimal information, not legal advice! - but it will probably only work for you if everything is on the table - what you did, what the young guy did, how it was handled, what needs to be done NOW to enable you to get back to work, etc etc.
