tough call. crocodile can easily slurp couple leopards in water, but on the solid ground i guess crocodile is helpless. your question lacks information...

a leopard has 3 + 2 hit dice and a crocodile only has 3. A crocodile deals more damage though, and in an encounter the crocodiles would outnumber the leopard(s). So I say the crocodile is stronger.
