IP-addresses aren't really unique (from the PHP-application's point of view) and several sessions can share IP-address (from the PHP-app...).
Email addresses are as easy to get for free as clean water in scandinavia. No charge. And you can get as many as you could possibly want.
Free accounts (like yours) poses no problem and even if you do use the same credit card to pay for ten accounts, you could easily argue that you've actually payed for the subscription of nine others (as is permitted).
So, no, there is no way to be sure about multiple account users other than through careful investigation. In some cases it's obvious for everyone to see - but in others it takes a while. Same as with engine users. It takes a while, but eventually you'll be caught. I have faith in the RHP moderator team.
